1. Discussion and possible approval of the meeting minutes March 2, 2009

2. Discussion and possible action regarding the Strategic Plan
Etta Kralovec
David Sherman presented the summary of the strategic planning session.
Hanz recommended that a study of how people earn and spend their money locally would be useful.
He suggested a business perspective is paramount.
Shawnee reiterated the need to take small steps that move the short and long term activities
forward steadily.
Etta presented language for a new Mission statement.
The purpose of the BAC is to advise the city on art and cultural activities in Bisbee; promote
arts and the city of Bisbee as an arts community; and support artists through financial,
organizational, and programmatic resources.
Motion to adopt the Mission Statement: Hans Decoz
Second: Melissa Holden Passed
Motion to accept the report submitted by the Strategic Planning Advisory
Committee of the BAC with the following additions
Add a bullet in the short term activities to pursue the development of a membership base.
Add a bullet that creates a priority list of partner organizations or interests from which
open seats on the board could be recruited.

Motion to present this report to the City Council with a request to change
the by-laws

3. Discussion and possible action regarding the BAC Budget

Melanie reviewed the proposed budget that was submitted to finance and the changed budget
that was presented back to the BAC with changes made by staff and additional change made
by Mr. Pauken. Staff changes included an updated figure for the Use of Reserves in the revenue
section and also in the expense section. Mr. Pauken included an expense of over $5,000 to
be transferred to the general fund. This expense is to cover overtime charges incurred by
staff.
Etta will prepare a letter to Mayor and Council and City Manager indicating that the BAC opposes the inclusion of the line item transferring funds to the general fund from the BAC.
Motion to have Etta write a letter regarding the transfer of BAC funds to
the general fund, recommend that the BAC pay only as expenses are accrued,
and highlighting the BAC’s impact in the community and the nature of
the community’s expectations with regard to its financial support.

4. Discussion and possible action regarding the Art Auction.

Melanie Reported that the Art Auction netted $8,652.32
5. Discussion and possible action regarding the status of the Mini-grant
final reports.

Cynthia reported that Two mini-grant applicants had filed their final reports, four had final
reports due but had not submitted them, and five others had reports not yet due.
6. Discussion and possible action regarding the Plein Air Budget
Melissa Holden
Melissa presented the Plein Air Budget for approval.
BAC members recommended adding $200 for advertising
BAC member will contact KOLD in Tucson
BAC members recommended Increasing the prize money for the people’s choice to first
prize $100, second $50 and third $50
Motion to approve the Plein Air budget as amended. Motion: Shawnee Second: Tate Passed
7. Discussion and possible action regarding the website

Staff Report : Carolyn Toronto will be getting her support for the Youth Music Festival from Old Bisbee Music.
Member Comments: Cynthia would like to add the Poetry Festival to the next meeting agenda.
