Ms. Kralovec moved to change the order in which the agenda items would be discussed. Mr. Decoz seconded. All agreed.

2. Discussion and possible action regarding participation in memorializing Rose Johnson – Shawnee Hicks

Tate Rich introduced Terry Wolf who spoke about what plans are in place to memorialize Rose.
Rose had completed a memoir three weeks before her passing and Terry will be working to have it published. Allison Williams had been working with Rose on editing her memoir.

Ben Dale might be approached about an arbor or bench that would be dedicated to her.

Tom from Parks and Rec. had mentioned a rose tree in Gore Park.

Rose Johnson asked that her prints continued to be made for the benefit of Baleza Gallery, that a book be written on her life and art (something that Ms. Wolf would be working on); and that her memoir be published. She hoped that proceeds from the sale of her home would be used to establish a foundation that would benefit BAR, the Women’s Transition Project and other charitable organizations.

Shawnee suggested that the BAC should consider a sum of money be set aside for future use in participating in memorializing Rose.

Tate agreed to act as a liaison between the BAC and those who are in charge of her estate and planning future memorial efforts.

1. Discussion and possible action regarding the letter to Mayor and Council.

Mr. Decoz indicated that he had not prepared a letter on the basis of Ms. Kralovec’s meeting with Mr. Pauken, however, upon receiving Mr. Pauken’s memo to Mr. Charley he suggested that his desire was to see that no money be taken from the budget.

All members of the Commission spoke to their desire to not recommend Mr. Pauken’s compromise to the Council but rather ask that no moneys be taken from the budget.

Holly Kemp, a member of the audience and resident of Bisbee, suggested that tourists and residents would all agree that the arts are a predominate presence in Bisbee. She suggested that a partnership with Cochise College Economic Development office may be able to help with the Impact Study.

Mayor Porter reviewed how a budget is developed, reviewed, and adopted.

Melanie Greene explained that her role in events is limited to making sure that open meeting laws are observed and that fiduciary responsibility is upheld.

Mr. Hicks reviewed the BACs position and asked if the BAC is being responsible to the public and the community.

Mr. Decoz suggested that the BAC should advise the Council better on what is has accomplished and that the Council should be supporting the BAC financially rather than taking funds from it.

Motion to recommend to the Mayor and Council, that the BAC budget not include a transfer to the General Fund on the grounds that no other Commission is charged for use of liaison services; that a number of community members have voiced their concern that no funds be transferred to the general fund as their volunteer time and donations were made to benefit the arts in the community; that the BAC, in fact brings revenues to the City in terms of its events and should not expect to have funds it raises removed from its budget; and finally, that by not taking the funds the Council is, in fact, providing evidence that it supports the Arts in Bisbee.

Moved by Tate Rich. Second Hans Decoz.
Passed unanimously.

Hanz Decoz moved that Melissa Holden speak on behalf of the BAC. Etta seconded.
Passed unanimously.

Tate Rich introduced Holly Kemp as a possible member of the Commission.
Dana Dorner was identified as a possible member of the Commission.
Tate Rich would like to reschedule the August meeting for August 10.
Etta expressed her sadness that she would not be here to help support the BAC in this time of transition.
